Easiest way to unlock Deviljho in our new update:

Look for an expedition with an unknown monster (you might have to to do quests/expeditions if you don't have one right away). That will be Deviljho.
Gather some traces (first bar should be enough) to unlock the special assignment quest for him and then go for the kill/capture.

After capturing Jho in this video I also go through all the new Deviljho equipment (armors and weapons).
