At first try Yoshi Standard kart. It's easier to handle. Try ROB Std next.
Of course use the character Dry Bones. In case you go off road slightly, Dry Bones is the fastest off road (being the lightest character in the game).
You could get even faster times by starting on lap 2, but this is more advanced.
