The tower is hooked in but in the end I'm left disappointed

Today the Hydro Tower finally begins producing RF and the output is lackluster to say the least. For all the effort and frustration its caused me it is blown away by Shiva's Sodium Tower. Of course that's to be expected, its a far higher tear power source. Still, 2.5K RF/t sounds low. It would be higher if the amperage weirdness hadn't happened.
