This was recorded on Minecraft PE 2018, August 12th.
I seriously don’t know what’s happening here, I think it has some thing to do with the increased render distance underwater in 1.13. I’ve searched this up and have seen no other cases of this happening. Also I think this might be related to the white water glitch in some way, i dunno tho. The best way to fix this bug is just to refresh the app because i think it can only be on mobile Minecraft (also I can’t remember if going out of the game works because my memory is a goldfish). I have no idea how I triggered this glitch, it just happened one day. This is the only time it ever happened to me. Also this is a reupload because I found the onscreen text in the previous video to be kinda annoying.
