This is a decoder that is observer based and uses minimal pistons.

1-wide tilable up to 9bits before a 1 block observer repeater is needed.
1-wide tilable output. Is able to use 1 observer per 10 outputs but I've limited it to 8 for 2 observers per chunk
2 modes, Multiple selections or Single selection
Requires a clock input
