Cactus/Kelp EXP farms were very viable before the 1.16 update, when it was possible to use 0-tick systems to speed up the production of these plants. However, even though 0-tick does not exist in the Java edition of Minecraft, there are still some good applications for this type of EXP farm, mainly that it also produces dried kelp, and the EXP can be harvested whenever you want, as long as there is some build up in the furnace.
