I think art block as a term should be used when you as an artist just need a break from the creative process. It can be due to no inspiration, lack of motivation, mentally drained from creating art, things like that. I never really get art block because I am always thinking of something to create but can't do it at that moment because of other things. Maybe my personal life got me to not think about creating things. Who knows.
I think the majority of us don't really experience art block so that's probably why Baylee stated the things she said. I think she is just saying that Art block shouldn't be linked with laziness or not feeling like it. Besides, most blocks of anything is temporary and doesn't last long anyway. If you wanna get out of the funk, just try to do something even if it's little.
