In 1980, Milton Obote, who had been overthrown by Idi Amin in 1971, returned from exile to campaign in Uganda’s end-of-year elections. The country was then under the temporary rule of the Military Commission, with Yoweri Museveni, one of its officers, emerging as Obote’s main rival during a tense political transition.
