I figured out that the 1995 version of "Midnight Rescue" decides the layout of the level, based on how long the game has been running. If you start the game in 2.4 seconds, the game gives you an ideal level layout, where you start right in front of the first clue, and the culprit is always Turbo. The puzzle solutions follow a regular pattern, as well. This allows you to beat any level in under ten seconds.
This speedrun isn't perfect, but I'm impressed that I was able to beat the game in under five minutes! It's more like 25 minutes, if you include the dance cutscene at the end of every level.
