A simple enough guide for getting S-rank on;
Mission/Episode 47 - [Total Stealth] The War Economy
Should also work for the regular variant!
Drop in North of the airport, bring a lethal supressed sniper rifle (I used the M2000-D). Head in through the gate to the side, climb the tower on the right, take out the target through the window, then leave. Killing the sniper up top is pretty much optional, but I've found it can spot you due to the light at the bottom of the tower.
