So I think when it said some enemies won't die if they don't take enough damage, they meant all enemies. If it's not enough to kill them it doesn't hurt them.

The orbit-looking powerup is the Dodge-Enhancer, which makes your hitbox smaller. This is why youll see bullets pass much farther into the shield before actually interacting with it.
