This is the secret powerup only given to you at the end of the game (lame). This game was released during the height of Street Fighter 2's popularity in 1991/92 so Capcom incorporated this easter egg into MMX2. Great move! But too bad you only get it at the end of the game which is kind of pointless and useless, like most weapons in these Mega Man games.
