In the OG NDS days. To encounter this guy. You needed 10 consecutive online battles then the guy would appear randomly. Unfortunately that was NDS online and despite being somewhat stable. People would rage quit killing your streak and penalize you. So it was better off just cheating.

Now you just simply need to have the Acid Arrest and Crimson Dragon card and go to Planet FM Astro Wave to find him. And he's refightable.
