In the DX mod, you get the other Star Breaks after certain main plot points. So logically, you get Green Dragon after forming a BB with Luna, and later you get Fire Leo after forming a BB with Bud.
You'd think getting Green Dragon right before Gemini would make him free, but...well, you'll see next vid.
On that matter, Dragon actually is free. Sticky Rain is still the best.

DRAGON SKY
Gains: Green Heal
- Leaf Tornado: now blocks attacks and is used as a shield at 50% and higher HP.
- Flowering Burst: now inflicts confusion.
