Cut Man is a pain to No Miss and No Damage. He is mostly RNG based and not all playthroughs will yield the same pattern. Best strategy is to force him to jump over you when you get to the corner of the wall. If he throws his Rolling Cutter, jump over it and get some distance from him as to not get hit by him or his cutter.
