Yes, this is Mega Man 3. Yes, it is ported directly from the NES to the SNES. No, it's not the improvement or the revamped hack. It's just the vanilla game with (very few) adjustments, aside from the porting, of course.
The music used for the MSU-1 enhancement, well... It is pretty nice. Wish it had a bit more variety instead of just rock, but eh, it works. Besides the "MSU-1 version", the "NES/Famicom Original" and the "Genesis/Megadrive Wily Wars" versions are available as well.
So anyway, here's my playthrough of Mega Man 3. Not perfect, in fact I died a few times, but luckily not a single Game Over this time around.
By the way, with this, now four of the six NES games are ported to the SNES. So I'm so looking forward to the last two.
Now, how to get this version... Infidelity set up a page in archive.org so it shouldn't be that hard to reach it. HOWEVER, to run the game you must have an emulator that supports the MSU-1 enhancements. Either bsnes or Mesen should do the trick. I do have an updated version of snes9x that allows me to play this game (and others of its kind, too)
