Repair work continues in downtown Baltimore after an underground explosion and fire on Charles Street on Sept. 29. Business owners and neighbors have grown frustrated, and some said this is the third time they've dealt with the problem. In January, another underground fire also shut down power in Baltimore near North Charles Street.
