Answer:
Starting Creature of Fenkenstrain quest is required to access the area. Go through the tombstone south-east of Fenkenstrain's Castle to reach the Experiment cave. If the quest is not completed, kill an Experiment for a key. Go north-west through the gate (unlocked if the quest has been completed) and up the ladder. Remember, no boots.
