Correction: R&D is unlocked when you reach Chapter 10, as the battles there let you farm the R&D Materials (Elite Battles 9-1 to 9-6, CO11, and Frontier Trial "To the Very Ends").
R&D improves EVERYTHING, and is the primary cause of difficulty in Arena.
