Houston Mayor John Whitmire says the main impact from Tropical Storm Edouard for the Houston area is heavy rain, not wind. In anticipation, the city has lowered Lake Houston a foot below full pool to help absorb runoff, and crews have barricaded about 45 flood-prone locations around the city.
