On October 21st, I was asked to deliver a presentation to the World Public Assembly held in Moscow. My theme was war avoidance and US-Russian co-development of the Arctic with a focus on recovering the dream of uniting the world around the Berign Strait as dreamed by both Russian and American leaders during the 19th and early 20th century.
