Mario Kart Retro Rewind was created by ZPL. It eventually will feature every track from all Mario Kart games and currently there's over 150 tracks.
The newest update raised the VR cap from 9999 to 30,000. The servers are now on WiiLink so no NAND is required to play online.

The best option is to get Dolphin emulator and WheelWizard to install Retro Rewind.
WheelWizard application installs Retro Rewind, boots directly, auto updates and will display all open worldwide rooms (miis, names, VR, friend codes).
