You need a half round punch, and a simple cutter, and you are done! These kinds of cut is pretty common in leather craft, so don't be afraid of experimenting with tools and custom shaped cutter dices.

I'm not ashamed to say that I discover this technique around 1 year after I started crafting. At first, I thought is was better to cut everything by hand.
