If you need to make a bootable Linux USB from Windows, there are two great options available.

You can create a bootable Linux USB drive from Windows with Etcher. It is a very simple and the most user friendly program to write a Linux ISO to a USB drive.

If you want little more control during writing Linux ISO to your USB key from Windows, yon can use Rufus. It is more advanced and flexible program.

I recommend to use Etcher in most of the cases, your USB does't boot, you can also try Rufus with different options.
