The add-on is called Bulk Create and Generate, found under Add-ons.
Foreground image is the topmost layer, background image is the bottom one. Use the find in page icon if you are not sure which is which.
Generating images for every row uses image generation credits, so run a short test file first.
Any AI can fill the template. Claude is what I use day to day.
