Major Kyle, an Alliance officer who served during the Siege of Torfan, has amassed a small but fanatical group of biotic followers. He has already killed two Alliance officials sent to investigate their compound in the Hawking Eta cluster.

You discovered a strange transmission discussing some sort of biotic commune. On the whole it seems harmless, but something about the message is a little disturbing.

This assignment can be acquired in four ways:

Hacking consoles in the diplomat's offices of the Citadel Embassies, or in Executor Pallin's office. A server node beside the ExoGeni VI on Feros will also display the open letter to biotics, as listed above.
Another server node, at the Peak 15 Helium-3 reactor on Noveria. The node is located on the Reactor Observation Deck on the second floor.
Upon arrival in the Century system, Admiral Hackett will give you the details, and the name of the assignment will change in the journal. Admiral Hackett gives Shepard the details on a former Alliance officer named Major Kyle, who has become the leader of a biotic commune. A former marine suffering from post-traumatic stress disorder, Kyle has set himself up as 'Father Kyle' and gained a number of followers, mostly biotics looking for someone who will champion their cause. Hackett explains that two Alliance officers were sent to talk Kyle around, but they've now disappeared and Hackett is convinced Kyle's followers killed them.

If Shepard has the Ruthless background, Major Kyle was Shepard's commanding officer at Torfan, making Shepard the logical choice to speak with Kyle.

UNC: Espionage Probe:
An old Alliance espionage probe has turned up in the Voyager Cluster. These probes carried nuclear payloads, and if the Citadel discovers these nuclear booby-traps, it would greatly embarrass the Alliance. Your mission is to find, disable, and recover the probe.

Alternative journal entry:
The logs for the freighter on Feros showed large deliveries being made to a system in the Voyager cluster. The strange thing is, there's nothing out that way that would warrant such a demand for supplies.

This assignment can also be obtained simply by entering the Amazon system of the Voyager Cluster. If this assignment was acquired on Feros, the initial journal entry is labeled Investigate Shipments and reads as follows:

“CARGO LOGS
While decrypting these logs, you found something suspicious. Several months' worth of human rations were delivered to an uncharted world in the Voyager cluster. The logs aren't clear, but it appears they maybe have been dropped off somewhere in the Amazon system.”

UNC: ExoGeni Facility:
You have received a generic distress call coming from a small research facility founded by ExoGeni in the Maroon Sea Cluster.

Alternative journal entry:
You found a confidential transmission while on Feros. It's unclear exactly what's going on, but it appears ExoGeni sent some kind of sample to a research facility on Nodacrux.

Acquisition
You can receive this assignment after landing on Nodacrux if you missed it after completing Feros.

To obtain this assignment on Feros, decrypt a console labeled ExoGeni Terminal in the cargo bay of the ExoGeni facility. The terminal reads as follows:

“CONFIDENTIAL
"The test samples were due to arrive three days ago, but we haven't heard anything from the colony or the cargo vessel. We suspect the samples became volatile and recommend cutting off all further contact with the Nodacrux colony. Even if the colony is discovered, no one should be able to trace the events there back to us."

Acquisition
This assignment can be first obtained from a server node in the upper level of the ExoGeni headquarters on Feros. The terminal is located next to the PSI controls used to sever the Geth Dropship's claw; you need at least 5 points in Decryption to unlock it. When you access this node the assignment will first be called Investigate Samples, and the terminal text reads as follows:

“PRIVATE LOG OF DR. GAMORLE
"I don't trust this Cerberus group. They may pay us well, but if this gets out before we've developed an antidote... it's just not smart. They won't tell us what they want the samples for or why they wanted them delivered to the Matano system. My records show nothing of interest there."”

The personal log points you to the Matano system of the Maroon Sea cluster, and you need to go to the only planet you can land on: Chasca. You can also gain this assignment simply by deploying there and investigating one of the research stations. As soon as you do the assignment the name will change.
