Mafia: The Old Country is a 10 hour long movie disguised as a video game. Out of that relatively short length, only 2-3 hours are actual gameplay. The rest is cutscenes, walking simulator sequences, and driving on empty roads. It's clear that Hangar 13 didn't want to make an actual video game.
