In the upper West Side of Empire Bay, on the coast of the east side of the Culver River, directly south of the Grand Upper Bridge, there is a hotel that was never finished for the game. An interior was made for the hotel, but remains in an unfinished state. Not much information is available about this location, but it is assumed that the hotel would have played a role in one of the story missions for the game, and if not, one of the DLC's. It is referred to as the "M-Hotel" by modders of the game, due to the prominent use of the letter M in the building's design. Destructible elements are also present, such as chandeliers and food service carts, even though they are not completed.
