In Mafia II, there is a road that was cut from the game that was only made available in the Joe's Adventures DLC. This road would allow the player access to the Culver Dam, a location that was previously inaccessible, and the Yacht Club, a location also exclusive to the Joe's Adventures DLC.
Recently, players have discovered that Mafia III had a planned Empire Bay DLC, which has new country roads that branch off of the Culver Dam road, expanding the possible number of country roads in Mafia II outwards to the north, in a similar manner to Mafia I. It is speculation on my part, but I believe that those country roads may be cut assets from Mafia II development that were modified for use in Mafia III.
