The first part of the video you can see officers move the person needing medical attention over into the lane of traffic so those of us watching couldn't see what they were doing to him. They did not have it properly blocked off so this was quite dangerous for the person they were holding down. They told us we would be arrested if we went in the street because "I don't want to get sued if you get hit" this is incredibly stupid because they are protected by qualified immunity which makes it so they can not be sued for something like this. Also, if they cared about people getting hit by cars they wouldn't have moved this person into the lane of traffic.
The second part of the video you can hear officer Martinez say "I'm cartel" which should be a conflict of interests. Send complaints here cityofmadison.com/police/chief/professionalstandards.cfm
