I kept restarting the mission until I got a lucky Madd Dogg jump. I think the shortest amount of time he can take until he stop moving from one side to another is 16 seconds.
RC Baron removes traffic and parked vehicles + allows to go through objects.
With nitros going through The Strip or going through Harry Gold Parkway seem to take a similar amount of time (about 38 seconds). Usually The Strip is a slower route because it is a slow road (air friction zone), which decreases the top speed of the vehicle, but nitros seem to disable that.
