National unveiled the bill at Parliament on Monday, but coalition partners ACT and NZ First have long opposed National's approach to the problem, and confirmed they would not vote for it. That means National would need opposition support to get the legislation through Parliament.
Meanwhile, Labour leader Chris Hipkins agreed there "is a lot more that needs to be done to keep kids safe online" but would also scrutinise the legislation in detail.
