All this information is from the Stardew Valley Wiki :)
Requirements:
- Enter The Beach between 9 am and 2 pm on the 11th of Summer
- To trigger the cutscene you have to talk to Mayor Lewis
- To get the best response you need to put one of the items from the WIKI list (check link above)

Facts:
- There are 6 possible outcomes depending on the item added to the soup (if any)
- Adding Mayor Lewis' purple shorts to the soup will result in a unique response from the Governor and Lewis. (Friendship with villagers is unaffected in this scenario)

Benefits:
- The player earns 120 friendship points with the villagers (if its the Best Response)
- The player neither earns nor loses friendship with the villagers if no item is used (if its the Missing Something Response)
- The player earns 60 friendship points with the villagers (if its the Good Response)
- The player neither earns nor loses friendship with the villagers (if its the Neutral Response)
- The player loses 50 friendship points with the villagers (if its the Bad Response)
- The Governor passes out and the player loses 100 friendship points with the villagers (if its the Worst Response)
