This is a Mocean Worker cover version of the theme originally recorded by the Noveltones.
This music is often used in LBP games during the introduction, and Karting is no exception - here, however, instead of being taught how to pull faces and change costumes, you're given driving lessons.
There are only three tracks making up this piece of music, and the full mix starts around the 3.22 mark.
