I'm a pretty nice guy, so if I notice someones got a light out, I try to be helpful by letting them know.
You have to phrase it right though... if you say "Oi, mate...!" people think you're having a go!
Experience has shown the best way to put it is:
"Excuse me... I thought you should know, you've got a brake/rear/head light out" and then tell them which side.
Most people are glad to be told (after all, being pulled over by the police and maybe fined, is far worse)...
