Based on 12.0.5 it's almost certain that it was Azeroth that sent the light army to defend the Sunwell but this makes absolutely no sense. All the lore points that Azeroth is neutral so why is Azeroth summoning the light army and not her followers? We know that Xal'atath ultimately succeded and got to the world core already with her army but if Azeroth is shooting out light force could it be possible that the light got to her first to corrupt the world soul? After all we know that so far the old gods, the void, the titans have all attempted and almost succesfully converted Azeroth aka Aln'hara to their own cosmological force. Why would the light be any different? So why is Azeroth summoning the light army to her defense, what is even going on?
