Prawn here with a guide on to make sure your Lian Li wireless fans are running properly. If they're spinning up to max speed when you're turning your PC on then it could be down to the controller you're using (there's a new one) and/or the wiring of you fans and how they're connected in your system.
It is recommended that you connect the four pin part of the cable from the wireless receiver on the fans to the motherboard sys fan or cha fan headers (or CPU fan for radiator fans) and then connect the two pin part to the SATA power adapter included with the triple pack of fans. This ensures the fans get the right amount of power, especially if there are three or more fans in a group.
The new and improved wireless controller is said to hold onto settings more effectively though, which should mean that rebooting doesn't lead to the fans ramping up to 100% anymore.
