Similarly to Level 0 trade evolution Pokémon, Level 0 Pokémon cannot evolve by Stone because they are hardcoded to evolve at at least Level 1.

In Pokémon Red/Green JP (both v1.0 and v1.1), the "incompatible" message on the party may appear (つかえない) (but this was also a glitch which also affected Pokémon above Level 0) and using the item will display the message that you can't use the stone (つかっても　こうががないよ). In both English and Japanese Blue, つかえる (able) may appear correctly, while using the item still displays that you can't use it without using up the item.

In English and Japanese Yellow (Rev 0 through Rev 3), able/つかえる appears like in Japanese Blue, though the evolutionary stone item is actually used up after you use it (-1 of the stack) and no message is displayed (neither 'the can't use item' or 'is evolving' message).

After showing the glitch in the Japanese and English versions of Red/Green/Blue/Yellow, I show how to do it with the Brock Fly variation of Brock Through Walls using a Level 0 'M (0x00) with 4 HP from a short old man glitch name.
