A new region with a new plan in SimCity 4!

Honestville is based around a few general goals:

-realistic demographics: using jobs doublers, a radius doubler and a residential halving mod
-building regional roads first for every tile
-expanding transport capacity only as needed
-a concentric city expanding from a central business district
-gradually increasing density as the city grows
-developing the region along the contours of the terrain
-paying close attention to real-world scale in the transit simulation
