Turns out that Rei got to Sin City before us...
Mikba has 17 agility (ex turns with 34 agility) and a silver mail to steal (not very good since you can buy it right now). Because of Mikba's nasty reprisal rate (coupled with lucky strikes) I highly suggest you designate a buffer (in this case Ryu) and a healer. Mikba does have an enemy skill that i DIDN'T learn called multi strike, however it's pretty useless (very weak damage).
You definitely want to revive Rei, and if you get a chance to mess around with his equips, make it so that he can get Ex turns, by changing his weapon. He'll get a massive 300% attack increase however he will start attacking YOUR OWN party members after his 3rd turn.
That's why you need to use INFLUENCE on Mikba so that Rei doesn't target your party. If you don't have influence, Rei is going to cause you more harm than good, so let him lay on the ground lifeless if you don't have this skill. Instead use Ryu as a strong dragon formation to deal out the damage, but WATCH your HP!
