This is a Lego version of Galileo's escapement that dates back to early 17th century Europe, before Huygens developed a more accurate mechanism. This is a Lego version of my earlier Erector Set version (youtube.com/watch?v=eBkP6rllUs4).
This Lego Technic escapement has a pinwheel and an "L"-shaped component that forms a pair of pawls. As the pendulum swings, one pawl lifts clear of the pins allowing the wheel to rotate until 'caught' by the other pawl.
