Lego themselves once made a video about this, but never went into detail about actually building a decent steering system or chassis for a car. In this tutorial I show off a few different ways to build one, including one implementation that involves a steering wheel.
You can also accomplish this task with turntables, though you will need some kind of "bumpers" so that the car axles don't rotate too much.
