Action Camera is not enabled by default in Legion (Beta) and the option to enable Action Camera is not found in Interface or Settings UI, its hidden quite well and out of sight for general players. I'm going to assume this may be part of a bigger feature set.

If you wish to smoothen the camera so its not as intense try, in the video I have it set to 50. 1:1 head movement tracking.
