The Legend says: If you go to the first place where there is water in Mt. Silver and look around at the middle of the edge of the water, you'll find the banished Silver and Red bird-like Creature. It's Lvl 100 and it's only available on Pokémon HeartGold. The creature also has the ability of making the opponents waste time until it kills half of their Pokémon.
