Turns out the Northern town house and the house across the drawbridge are loaded right next to each other in the map. In this trick I clip OoB in the North town house and do a very precise jump into the other house which lets us get to the cat statue
This cat statue triggers the end of the quest that you're supposed to trigger in the second visit to the city, the one that is supposed to require going to the palace and dungeons. This trick skips quite a lot
