The legal battle over the city’s rollout of its pied-à-terre tax program continued in a Staten Island courtroom Monday as a judge heard oral arguments from city representatives and the attorney representing homeowners.

While the homeowners allege the city unfairly put the burden on property owners to avoid paying the tax, the city argues the lawsuit should be tossed.
