Playing Offline Single Player in The Parish with 3 bots. When I reached the car alarm junkyard, tank showed up and the game got really laggy. Muzzle Fire started to show up as glowing ballz that remained on screen for a while. As soon as I approached, the glitch fixed itself.

Looks sort of like the A Bomb (Animation Bomb) Glitch in Elder Scrolls: Oblivion.
