After defeating many enemies, including some Brutes, in a room with a gravity lift in the middle - DO NOT GO UP THE LIFT YET. Instead, go to the left of the center lift, to a door that had previously opened with some Covenant enemies. Go through that door to the left, straight down the hallway, then left one more time to see the skull at the end of the path straight in front of you.
With the Leadhead skull activated, headshots no longer provide extra damage or instant kills.
