The Law of Armed Conflict is designed to protect civilians from the worst aspects of war. This is because, historically, enemy nations sought to achieve victory by causing the civilian population of an enemy state to suffer. Hamas, however, seeks to exploit the death, injury and suffering of the civilians it governs as a strategy in its war against Israel. How should Israel respond against this strategy? What does the law require? How should the law change or adapt?
