If you are having a problem with the Launcher preventing the game from running, try this fix. Enjoy. :)
Download the config files, extract them from the zip file and place them in the game Config folder.

One more thing I forgot to mention in the video. Make sure to change the compatibility of the game executable located in the installation folder, Sonic.exe to Windows XP Service Pack 3. Right click on Sonic.exe, click on Properties, click on the Compatibility tab, checkmark Run this program in compatibility mode for, and highlight Windows XP Service Pack 3. Click Apply, click Ok and close everything out.
